This has always been the approach we take, however, we have not managed to identify sufficient brownfield land able to deliver the amount of new homes we need.We agree that brownfield land should be the priority for development. Please only suggest land to us that is in our planning area.&nbsp;&nbsp;We are only responsible for the land in East Hampshire that is outside of the South Downs National Park (SNDP).The map below shows the areas we plan for. What land is the Council looking for?

Types of land

We are looking for:<ul><li>Brownfield land that could be suitable and available for development (particularly residential development)</li><li>Land that could suitable for Traveller and Travelling Showpeople accommodation</li><li>Land that could provide Biodiversity Net Gain</li></ul>

What is a brownfield land?

We are using the <a href="https://www.gov.uk/guidance/national-planning-policy-framework/annex-2-glossary" rel="noopener noreferrer" target="_blank">Government&#39;s definition</a> of a brownfield site. A brownfield site is land which:<ul type="disc"><li>is or was occupied by a permanent structure, including the curtilage of the developed land (although it should not be assumed that the whole of the curtilage should be developed) and any associated fixed surface infrastructure</li></ul>It excludes land that:<ul type="disc"><li>is or was last occupied by agricultural or forestry buildings;</li><li>was developed for minerals extraction or waste disposal by landfill, where provision for restoration has been made</li><li>is in built-up areas such as residential gardens, parks, recreation grounds and allotments; and</li><li>was previously developed but where structural remains have blended into the landscape</li></ul>You can suggest brownfield land that is currently in use, but please note for a site to be able to deliver development in the future, it must be available now or likely to be available within the Local Plan timescales (up to 2040).

Site criteria and sizes

We are working to the following site sizes, informed by Government guidance. Do not worry if you are not sure about the exact size of a site, you can still suggest it, but be aware if it does not meet the criteria below we will not be able to take the suggestion further to investigate its development potential.&nbsp;<ul><li id="isPasted">Brownfield sites must be larger than 0.25 ha (0.6 acre).&nbsp;</li><li>Biodiversity net gain sites must be larger than 1 ha (2.47 acres) and on private land (excluding residential gardens). It must be able to be secured and managed for at least 30 years&nbsp;</li><li>Traveller and Travelling Showpeople sites &ndash; there is no size threshold, however, a site needs to be large enough to suitably accommodate at least one Traveller pitch or one Travelling Showpersons plot.</li></ul>We are interested in any site(s) that may be suitable for accommodation for use by the Traveller community whether Gypsies and Travellers or Travelling Showpeople. Ideally the land will relate to a settlement/village and be outside of specific constraints such as high flood risk areas or the Special Protection Area. We are particularly keen to hear from members of the Traveller and Travelling Showpeople community.&nbsp;

Why is the Council calling for sites?

We recently consulted on the <a class="fr-green" href="https://www.easthants.gov.uk/planning-services/planning-policy/local-plan/emerging-local-plan/previous-local-plan-consultation" rel="noopener noreferrer" target="_blank">East Hampshire Draft Local Plan 2021-2040</a> - a document which included proposed development sites for new homes and other uses. &nbsp;We received many consultation responses disagreeing with the use of greenfield land for development and saying that brownfield land should be used instead and is available in East Hampshire.&nbsp;An example of a typical consultation response is;&quot;Every opportunity must also be reviewed to build on brownfield sites in all districts of East Hampshire before any final decision is taken.&quot;The current and emerging policy (<a class="fr-green" href="https://www.easthants.gov.uk/planning-services/planning-policy/local-plan/adopted-local-plan" rel="noopener noreferrer" target="_blank">Joint Core Strategy</a> and <a class="fr-green" href="https://www.easthants.gov.uk/planning-services/planning-policy/local-plan/emerging-local-plan/previous-local-plan-consultation" rel="noopener noreferrer" target="_blank">Draft Local Plan</a>) both advocate making as much use as possible of brownfield sites and/or under-utilised land in existing settlements.&nbsp;Whilst many proposed development sites in the Draft Local Plan are on greenfield land, there are also brownfield sites proposed for development. These include Ministry of Defence land and land at the Forest Centre in Whitehill &amp; Bordon. There has also been recent significant development on brownfield land in East Hampshire (such as Molson Coors, Alton and Alton Magistrates Court). &nbsp;We do continuously look for possible brownfield sites through the <a href="https://www.easthants.gov.uk/planning-services/planning-policy/local-plan/emerging-local-plan/evidence-base/other-evidence-0"></a><a class="fr-green" href="https://www.easthants.gov.uk/planning-services/planning-policy/local-plan/emerging-local-plan/evidence-base/other-evidence-0" rel="noopener noreferrer" target="_blank">Land Availability Assessment&nbsp;</a>(LAA) which is published each year. Part of this work includes trawling available information for possible sites.&nbsp;However, to ensure no stone is left unturned, before we make any decisions about sites in the Local Plan, we wish to ask you if there are any more potential brownfield sites that are suitable and available for development in East Hampshire (in our planning area). &nbsp;Please note - we do not plan for Petersfield so please do not suggest sites in Petersfield and the South Downs National Park.&nbsp;In addition to seeking suggestions of brownfield land, we are also asking for suggestions of land suitable for Traveller and Travelling Showpeople accommodation and <a class="fr-green" href="https://www.easthants.gov.uk/planning-services/planning-policy/planning-policy-guidance-documents/biodiversity-net-gain" rel="noopener noreferrer" target="_blank">Biodiversity Net Gain (BNG)</a>.&nbsp;We have consistently struggled to identify enough land to meet the need for Traveller and Travelling Showpeople accommodation, so are asking again for site suggestions.&nbsp;We have also in the past asked for site suggestions for <a class="fr-green" href="https://www.easthants.gov.uk/planning-services/planning-policy/planning-policy-guidance-documents/biodiversity-net-gain" rel="noopener noreferrer" target="_blank">Biodiversity Net Gain (BNG)</a>. BNG has become mandatory so we are again seeking site suggestions. BNG is set out in the Environment Act 2021 and became a mandatory requirement for major developments in February 2024. Developers must deliver a BNG of 10%. This means a development will result in more or better quality natural habitat than there was before development.&nbsp;We are carrying out this exercise to ensure that the Council has fully investigated all possibilities of land availability when planning for the district&#39;s future development plans.&nbsp;Please read more about <a href="https://ehdccallforsites.commonplace.is/en-GB/proposals/background/step1" rel="noopener noreferrer" target="_blank">site criteria</a> before suggesting sites.&nbsp;

Nature
